My guess would be that it was installed incorrectly, and as a result, one or more common components shared by the affected programs was overwritten with an earlier version than the one(s) needed by these applications. You may need to reinstall the affected applications or service patches for the operating systems to recover.

If the 'small .EXE' wasn't installed using a Setup Wizard install, or something equivalent using another install product that handles version and date/time selective update of shared components, that's probably what did it. I can't stress adequately that you can't safely and successfully 'just copy' files to do an install in the Windows environment; most of the time you'll break something, and it's as likely to be another application as your own, and in many cases after a poor install, nothing works.
