Nope, it's a problem with something in his operating system's memory management configuration. This is the classical GPF - it's an OS-detected memory fault usually caused by something being really ill-behaved (writing to read-only memory, or attempting to use certain restricted op codes or registers are a couple of causes.)

Since it's not just your app, I'd check the virtual memory settings, and then carefully examine what gets loaded at startup. Since it's Win98, I'd use the System Configuration Editor in the System Information tool (Programs/Accessories/System Tools/System Information; the system configuration editor is available under the Tools menu point.)
