I think that's the right file, but if you are installing on an early version of Win95 (pre OSR2), you will need to also install DCOM95. That is also available from MS at
http://www.microsoft.com/com/dcom/dcom95/dcom1_3.asp. Starting to seem a PITA for just setting up a shortcut, huh?
