FOXTOOLS.FLL requires several other system .DLL's to be present on your system. You're probably missing MSVCRT.DLL from your WINDOWS\SYSTEM folder, or maybe WSOCK32.DLL. All the other .DLL's it references seem to be pretty standard. I've had the missing MSVCRT.DLL problem before.
