Not really; I've not seen the error without either missing shared component files (in most cases, this will cause more problems than just a problem loading FoxTools) or a wrong version being found along the search path before the one you thought it was going to load is found.

One complete SWAG; if you're in a network environment, particularly NetWare, and your user relies on a Novell login script to map drives, check the mapped search drives for a copy as well. Novell usually inserts its shares in front of those in the existing PATH statement, and you might be getting a copy from one of the search directories.
