I go with Jim on this. The use of the DELETED() tag seems to me to be applicable when you are developing the app. With SET DELETED ON, the only way to get any indication of full Rushmore Optimization will be to have the DELETED() TAG. However, in production, there is no need for this tag. The view parameters or queries will filter the data far more than the deleted() tag.
