Jason, when in design-time you right-click on some form.control then you have popup with Undo/Cut/Copy etc. However, if you right-click on form itself then you have popup with RunForm/Data Environment/Properties etc., i.e. it looks as you as you already have it.
One more consideration: normally, in real application you cannot run form separately from others, i.e. you build app when you want to test something, so this whole thing is not really practical.
