You need third-party DOS software for print queue management. it wonm't be free, and I suspect that the available market for such products will not be large, since DOS is no longer a widely supported environment. A PLB won't be of any use to you, because there's no built-in managable spooler for DOS. You'll have to buy something to do this.

Sorry, but you can't do it with the contstraints you've given.
