True story: About 6 years ago I bid $50K to write an graphical EIS that drew data from financial systems that I had written. But Nooooo ... the client brings in a huge firm which I won't name but goes by the initials PW and is responsible for the nominee envelopes at the Academy Awrds.

Anyway, they get in their and start training on a methodology and focus groups to re-engineer or whatever the hell they were doing. Bottom line: $3 million dollars and not a single line of code was ever written.
