The nTop parameter is ignored when docking at the top. It doesn't work even if you change the order of creation of the toolbars?

If the toolbar had been docked on the second row and the Top value is 32, when I try to put it back it insists on going to the first row, pushing the other toolbars out of the way. I've tried everything I could think of and it's not working! Even when I hide and show the toolbars without changing the positions, they jump from the second row to the third row on their own.
