Douglas:

I don't remember all the steps you need to perform, but here goes.

(1) Create a new FOXUSER resource
(2) Start VFP and SET RESOURCE TO NewFoxuserFile
(3) CREATE REPORT TEST
(4) Click View--Toolbars and make sure both toolbars are showing
(5) Press esc--don't save the report
(6) QUIT out of VFP and set the NewFoxuserFile to read only
(7) Start VFP and SET RESOURCE TO NewFoxuserFile in your application
(8) MODI REPO MyReport-- should show the toolbars

Not sure if you need to SET RESOURCE ON
