Usually this means a problem loading FOXUSER.DBF, the default VFP (and FP) resource file. I would suspect your VFP(?) app is trying to start using the FP FOXUSER.DBF.
You could move one or the other of the apps, or explicitly specify a valid FOXUSER.DBF to use with the -Cfilename command line switch.
