I would use VISIO for it. BEcause it supports Automation (formerly OLE Automation) and it uses VBA internally so it's the same programming language you use for all MS Office 97 applications.

MS have been using Visio in demonstrations for ages, and it looks like the latest VBA/Automaton version of Visio is going to be part of the DevDays presentations. Not the VFP one, that's Internet based.
