If my previous suggestion of creating the toolbars in order work, you could have a toolbar manager whose purpose is:
- Check wich toolbars are active
- Which toolbar to add
- Unload all toolbars
- Load all toolbars, including the new one, in the right order

It seem like a PITA, but it's the only suggestion I could come with.
