I think you'll have to develop your own programming guidelines. A place to start is variable and object naming. Use the naming conventions in VFP help. The rest should include things like comments, white space, indenting, etc.

For UI design, there are a couple of books listed on my web site. In addition, MS Press has just published a new book on UI design that looks pretty good.
