There are two ways to play with here. Both are not really encouraging, but if requirement is strict, then ...
1) Play with custom resource file, i.e. preview some report, set needed default zoom and save the resource file. Now any time you want to REPORT FORM ... PREVIEW, you may retrieve that file (copy from some location) and SET RESOURCE TO myfile before the preview. (I'm not 100% sure that it's all doable).
2) You may run REPORT .. PREVIEW NOWAIT and immediately after it, imitate clicking mouse exactly on Zoom combobox (MOUSE CLICK AT ...), and send some KEYBOARD '{}" stroke to 'select' zoom value. You may strictly position preview toolbar before by using MOVE WINDOW "Preview" TO .... (I understand that it looks ugly, but this way will work 100%).
