You can still have you application EXE on the servers, but do a workstation install of the VFP runtime.

You can do this by have two install setups. The first one is for your local system admin to install the program on the server. The second install routine only installs the VFP runtime files on each workstation. Your local admin can visit each station with this and also set up the application icons. Both setups can be on the server for ease of use. If your users are quite sophisticated you could even let them install their own VFP runtimes.

In the future would app likes like a good candidate for web-based. You could then control the app and all the data centrally. Local admins would only need to ensure the browser was up and running.
