Thanks to everyone who responded to my problem dividing up my project into multiple projects.

The solution I ended up going with was to create sub-projects called from a main project. The sub-projects have a main program which takes a parameter as the name of the program to be executed and executes the passed program. Each menu item calls the sub-project with the program name parameter.

I tried having each sub-project with its own menu and menu items directly calling the appropriate forms and programs. I was never able to solve the problem where it was not able to find the forms. Any programs called this way were visible but forms could not be found. Both the programs and forms were included in the sub-project. I would still be interested in finding out why this behavior occurs.
