They'd be relative to wherever you were last.

Examples:

From your index page, any page you navigate to would probably be in the same folder so you'd only have the page name to link to.

If you have a download folder, any download button or link would have download/file.name as it's *relative* path.

These would always be displayed with the full URL (apart from file downloads) therefore, on your local drive, would be prefixed by file://C:/folder/file
