No, you need to send out an updated Runtime distribution; there are shared component changes an runtime component changes beyond just the VFP6R.DLL file, and you need to recreate several registry entries (there are a number of VFP6 related entries, both created by self-registration of componets, and external links as documented by the tempalte .REG file provided with the distribution.)
