Boris, you are provided with the information on VFP6's runtime dependencies in the VFP6R.DEP file, along with an additional .REG file. The requirements for HTML Help are in the MSDN docs, and if you don't own them, you can access the details on-line from msdn.microsoft.com, so the documentation is there if you look for it. It's another issue of not understanding what your choice of programming techniques has on your install, resulting in a blown installation.
OTOH, you picked an installer. When you selected it, what did it say about VFP6 support? If you picked the wrong tool, you'll often find yourself needing to tighten a loose screw on a pair of glasses with a jackhammer; not an advisable tool. IOW, the responsibility lies in your choice of tools, and perhaps in the tool vendor's documentation or claims. I knoe plenty of other installers like ise and InstallShield Express that handle the install of HTML Help components properly.
