Is it possible that the applet needs a command line path instead of a virtual one, sort of like ADO with OLEDB? It's possible that it can get it on your system with Win95's extrenuous security measures, but that it cannot on NT's?

Just a thought.

Another idea is to contact the manufacturer and find out what it needs as a path.
