The fact is that copying the two files is not an adequate install of VFP6. You can do as you like. There are registration requirements for the runtime, a number of dependencies, and a number of non-self-registration related registry entries needed to make a reliable and consistent install.

As far as what kind of problems you can run into, anything from unexpected crashed, to things not starting in the Explorer, and just about anything that might happen to gfo wrong, if you call for tech support, the first thngs that support will ask will be 'How was the runtime install done?" When you tell them what you did, they'll tell you to do a proper install using a Setup Wizard created install and call them in a couple of days if that doesn't fix your problem...
