Hi Toto:

My guess is that you are using NT as your platform for the creation of the project and setup disks -- so the required items for NT are what is included. To create the set for Win98, you need to separately use a Win98 workstation to create a second install disk set, so it knows the correct version DLLs and other files to include. As I understand it, they are not the same... Its a pain, but that's the M$ way...
