Yes. The files have a .RPT extensions.

No. Users cannot modify their reports unless they have a copy of CR. Though you can accomplish a lot with the use of parameters (for e.g. custom coloring objects)

CR doesn't support native VFP databases. Though you can use themvia ODBC i think the best way is through FP 2.6 tables.
