Try adding
tmpfiles=c:
to your config.fpw
I still think it is a network user config problem. I have had experiences where "God" mode is still not the same as supervisor. On occasion, the problem was solved by deleting and re-defining the network user.
Did you check to see if there was any kind of user limit on # of files open or user disk space limitations?
