Take a look at Rick Strahl's book Internet Applications with Visual FoxPro 6.0 from Hentzenwerke Publishing (they advertise on UT.)

VFP can't be an ActiveX control, but you can make an in-process or out-of-process server that can create HTML output that could be viewed by a browser; Rick's book deals with the process in detail.
