The NETFILEENUM Api will tell you who has opened a particular file and how many recordlocks. To use this, you have to have administrator rights.

Unfortunately it is difficult to use this api within VFP. I beleive there is an file in the files section which manages this API. I fnot I'll suggest contacting Ed Rauh or George Tasker how to handle the API.
