Given the range of hardware environments a single-server NT/IIS installation can represent, and the range of things that a server may have to do to service a single hit, it's impossible to give an intelligent answer. There are a number of server throughput metrics available for IIS; you might consider setting up a small system with your IIS environment on it and pounding on it a bit to see what can be handled.
