Craig, I just looked at your article, but it didn't
really provide any insite to this situation.

I'm joining only two tables. Neither of these tables
have primary keys. Neither of them have any filtered
indexes at all. I have tried indexing both as follows:

INDEX ON Fed_TaxId TAG Fed_TaxId
INDEX ON Tax_Sufx TAG Tax_Sufx

It just seems like this is a classically optimizable
statement.

If I'm missing something obvious, or if there is
something specific you'd like to refer me to
I'm all ears.
