I had this issue in VFP3. It only happened on certain machines. I can't say I know how or why, but here is what I found to be the cause. If I had my project on my D drive and compiled the project to my C drive. The exe would give the error. In fact, anytime I built an executable to a different drive than the project I would get this issue. I gave up trying to figure out why, and started building the exe to the same directory as my project and then copied it the drive I wanted. I don't know if this applies to your situation or not, but I bet it's a thought you hadn't considered!!
