When this happens to me, it is usually because the report cursor or table is not the currently selected one when the report is run.

>Have a statement "Report Form report1.frx to Printer". It prints the first record in the table for the correct number of records (recno). I have opened, selected and at the top of the correct table. Now when I "Report Form" only the first record shows on the report. If there are 10 records in the table, the first record shows up 10 times.
