I assume you're talking about the Quick Launch bar added to the Windows Taskbar. A great timesaver (that let me dump the much-maligned Office toolbar in the bit bucket. One less thing to worry about...)

Hint: if you use Win9x, in order to get different Quick Launch bars for each user, you need to enable User Profiles and have each user log into the system as themselves. Without User Profiles, there's only one set of assignments to the Quick Launch bar availble.
