I think you are running into a permissions problem here (because the VFP app is running with the IUSR_machinename user permissions.
To test if this is the problem, add the IUSR_machinename user to the Administrators group on your test machine. If things work, then this is a permissions issue. Don't forget to remove the IUSR_machinename account from administrators after testing!
