I had this problem when I tried a new browser someone sent me (the GotoWorld one, if anyone's interested) and gave me this error whenever I would try to view a page with a Flash! object in it. The only way I could get it to run was to customize the security settings and allow pretty much everything to go (mainly unsigned/unsafe/un-whatever plugins). This error I got not only in their browser, but also in IE (the hook into each other). Also, I just removed it yesterday, while performing a full roll-back of over-written files, reset my security settings and all worked well. Maybe this can lead you somewhere...
