This sounds like an NT security problem. You can run DCOMCNFG.EXE to see and set default and specific COM server security properties. The account the external user comes in under probably does not have Launch and/or Access rights. You can also look up the MS KB articles Q158508 and Q169321 which address some of these issues. I believe they also give some links to other articles.
