If your account has Administrator rights on the local machine, you can run User Manager and change the password of other local accounts. If you have rights as a Domain Administrator, but the Domain Administrator group does not have Local Administrator rights on the workstation, you may not be able to change the local Administrator password directly using standard NT tools. Not knowing if this is in an NT domain environment makes the situation a bit unclear.
