There are products out there like Image Alchemy that are basically DOS command line utilities that will do this (and a whole lot more). I don't know of any free ones, however.
There may be ActiveX control(s) that do this as well. I understand there is a free Wang control for displaying various image formats but I don't know if will do any conversions like this.
