From this, I don't think my problem is the same as yours. My client had about 3,000 files open and about 100 entries in the event log for NT. All of these were error 2009 - their Administrator eventually found these and then looked on TechNet and found that it is due to memory leaks from applications calling non-32bit searches (low level) - VFP doesn't do this as far as I can tell.
I thought I'd stop here unless your client is running multiple copies on a Terminal Server (61 tables=100+ files - if you're talking tables).
It's nearly midnight here and I've got to get up to drive 100+ miles home in the morning so I'm outta here now. I will check in about 6 hours if you've any more leads in this direction otherwise I'll assume that we have different problems.
