You don't say what version, but there are some MS KB docs on this, dependent on version. I think vfp6 (and maybe even with SP3) has a bug doc for this error, I'm pretty sure I saw one there. vfp5 has some docs also, and often the problem's fixed just by deleting some old setup files...
