To do a REPORT FORM TO FILE either the printer defined at design time must be available or (if you cleaned up the printer definitions in the frx) a default printer must be installed. It's really the printer driver that contains the necessary printer control codes needed by VFP to generate the FILE.
Have you considered REPORT FORM TO FILE ASCII ?. which doesn't need any printer control codes.
