Does anyone know of a command which displays whether the PC is the network host or the remote?

Not sure what you mean by "remote" and "host". Are you using a peer-to-peer network? To prevent someone from shutting off the pc with the data, it would probably be best to designate one pc as the server and not allow people to have access to it, at least until the search and rescue operation is complete and they are shutting everything down.
