The rights held by any account with local Administrator privileges are exactly equivalent, however, there are things such as ownership rights that are intherited by default by the Administrator account. These can be shifted to another account having the necessary rights.

Yes, again as long as you have local dministrator rights, you can change the password of other accounts on the local machine (so can an Account Operator). In an NT domain, local and domain administrator rights are not necessarily the same thing.
I strongly recommend that you do some reading about NT security, access privieleges and the like if you're going to be sefving as a system administrator; not understanding what the consequnces and capabilities of administative actions is one of the easiest ways to screw up an NT installation in a permanent fashion.
