I think I finally figured it out.
In the old Fox 2.6 code I have:
DO wrupmenb WITH 'Windows'
* this procedure builds the menues
PUBLIC m.Done
m.Done = .f.
READ VALID m.Done
It appears that this READ was interfering with the forms. Comment it out and it appears to work just fine.
