Under Win98, if you've installed them (they are optional components) you'll find it under the Start Menu. Start Menu/Programs/Accessories/Internet Tools is the default shortcut if it's been installed. if you have not installed the optional components, you'll have to add them through the Add/Remove New Programs applet in Control Panel.

Again, unless you've already got someone who has agreed to host a site for you, your will not be able to publish your page to the internet. In virtually all cases that I'm aware of, your web hosting service will provide you with detailed instructions on how to put your web page onto their system; you'll need to know the ftp address of the page, and in most cases, there's some level of security in place to prevent unauthorized people from replacing the content of a web page without the owner's permission.

Be certain to check with your web hosting servicem to see what types of things are allowed and supported; for example, some sites do have have support for Frontpage extensions, and many more do not permit certain types of access to be performed from the site (ie don't count on being allowed to use ActiveX controls, especially server-side controls, unless you're sure that the web host can support them.) Many web sites do not run on a Wintel platform, so server-side ActiveX is likely to be unsupported. Many web hosting services will not permit you to use client-side ActiveX controls in your web page in order to reduce their potential liability from creation of potentially damaging ActiveX controls uploaded as a part of a web page.
