I actually called MS on this very issue when we set up VSS a few months ago. The "solution" was to keep the dbc attached to VSS, so you have a local copy at each workstation, and keep all the tables in one centrally accessible folder somewhere on the network.
Implementing this requires manually updating all the backlinks if your database is already in development, of course, and you will have to "Get latest version" of the dbc files frequently if structure changes are still happening a lot. Really it's a big PITA, if you ask me, but we have yet to find a feasible alternative.
