Have you considered eliminating the pageframe and using a single form with a scrolling panel on it. The 4 "pages" of entries are placed inside the panel and as the user moves from field to field, the panel exposes new fields. It is a bit of a pain in design mode, but the interface works well. Tim Hockin wrote the base code and placed it in the files section. Tim's stuff doesn't support tabbing, but I could send you some additional code.

FWIW, a VFP form's height can only be something like 1750 pixels. I currently have a form whose panel supports various containers whose total height is almost 3000 pixels. We had planned to use pageframes, as a VFP scrolling forms requires formsets, but after using Delphi's scrollpanel (with all of the above described behavior), I looked for something like Tim's classes. Our designers seem very satisfied, and it certainly eliminates multiple pages that have required entries.
