What files are needed on a PC to get Windows Scripting to work?

I've read that installing IE4 or higher will install Windows Scripting.

It looks like the two files needed are wscript.exe and cscript.exe. However, I placed these files in the system32 directory of a client PC that has IE3.02. I couldn't get scripting to work on that PC.

What files are required on a client PC to get Windows Scripting to work?
