In other words, records are not deleted but they have deletion marks, and SET DELETED is ON (meaning deleted records should not be displayed). We have verified the supposedly deleted records are not actually deleted, because they are not removed by a PACK command. After executing PACK, the phantom delete marks remain.

Yes, with a FPW2.6 installation on NT Server before I learned to set it to run in separate memory space and on a table that eventually threw the corrupted index error. When I recreated the index tags (one of which was on DELETED() ), it went away temporarily. When I learned how to set the "run in separate memory space" flag, it went away for good. I had also reinstalled FP in the process of figuring this out, but it seems to me (this was a few years ago) as if that didn't resolve it. HTH
