I'm sure that you are correct and the MS does spend millions on this.
Yet I'm also quite certain that this "complaint" in not a new phenomenon. It's bothersomeness was highly accentuated when rt-click 'property popups' came into being, and these have also been with us for some time now.
Not to mention the fact that menus have been getting deeper and deeper too.
It sure seems that their millions of $ don't result in a whole lot of useful stuff. Maybe "BOB" was one of the products of that spending.
